Mate, mine does exactly the same — alarm sits silent until it drops below the threshold, not when it's already sitting there like a sad battery.
@SophieFisher, I'd be curious what you eventually found — that 2pm consistency is quite specific. Temperature throttling is the usual suspect, but it could also be shading creeping in as the sun...
Mate, the real answer is "yes, but..." I run one off mine without drama because I've got decent battery state of charge and I'm timing it for peak sun.
