Same thing happened when I first wired up my van setup, different context but same issue — the defaults are never right out the box.

Had this on my Fogstar cells last February. Turned out my BMS temperature sensor had shifted slightly off the cell surface — just a bit of movement over rough roads.
@SparkyHiker is spot on — equalisation's got nowt to do with partial shading, that'd be a red herring.
Back to the actual problem though — had something similar in my van build.
